The Indian government plans to introduce an Approved List of Models and Manufacturers (ALMM) for solar PV cells, which will improve domestic production and reduce dependency on imports. 

Following the 2019 ALMM order for solar modules List I, which supports Made-In-India solar panels, the new list, List II will focus specifically on solar PV cells. It is expected to be implemented by April 1, 2026.

The Ministry of New and Renewable Energy (MNRE) introduced ALMM List I in 2019, making it mandatory for solar projects to use modules from recognized manufacturers.

Now, with the country’s solar PV cell production expected to grow, the government plans to introduce List II, which will make sure only approved PV cells are used in projects.

As of now, List II has not been issued as the demand for solar PV cells exceeds domestic production. 

The draft order offers that solar modules already exist in List I, but without approved PV cells by March 31, 2026, they may face rejection. However, projects with bid deadlines before the new list’s release will be exempt from these requirements.

Industry experts, including Sustainable Projects and Developers Association (SDPA), President Vineet Mittal, believe this move will push self-reliance and support India’s long-term green energy goals.

Yogesh Dua, co-founder of UTL Solar, praised the initiative, saying it will make the industry more sustainable and support the country’s vision for 500 GW of renewable energy capacity.

The policy is set to promote quality, reliable manufacturing for government-backed solar projects and is seen as a significant step toward India’s clean energy transition.
