India Highlights Green Hydrogen Leadership at World Hydrogen Summit 2025

India has presented a strong global leadership in the green hydrogen sector at the World Hydrogen Summit 2025 held in Rotterdam. Speaking at the summit, Shri Santosh Kumar Sarangi, Secretary of the Ministry of New and Renewable Energy, laid out the country’s strategic roadmap to become a major producer and exporter of green hydrogen.

He said that India’s plan is backed by its growing renewable energy base. The country has already installed over 223 GW of renewable capacity, including 108 GW from solar and 51 GW from wind. These numbers make India among the world’s fastest-growing clean energy markets.

The highlight of India’s strategy is the National Green Hydrogen Mission, launched in 2023 with an initial outlay of USD 2.4 billion. The mission aims to:

  • Create demand in key sectors
  • Offer production-linked incentives
  • Reach 5 million metric tonnes of green hydrogen production by 2030
  • Prevent around 50 million tonnes of CO₂ emissions per year
  • Attract USD 100 billion in investments
  • Generate over 600,000 jobs

So far, India has allocated 862,000 tonnes per annum (TPA) of hydrogen production capacity to 19 companies and awarded 3,000 MW of annual electrolyzer manufacturing capacity to 15 firms. Pilot projects are already underway in the steel, transport, and shipping sectors.

The government has also introduced new measures:

  • Exemption from environmental clearance for green hydrogen and ammonia plants
  • Development of Kandla, Paradip, and Tuticorin ports as green hydrogen hubs
  • Announcement of green hydrogen policies by 15 Indian states
  • Launch of the Green Hydrogen Certification Scheme

Despite the momentum, the Secretary acknowledged challenges, such as high production costs and a lack of standard infrastructure, but expressed confidence in overcoming them.

He invited global delegates to visit the India Pavilion at the summit and engage with Indian industry players to explore partnerships.

With these initiatives, and a target of 5 million tonnes of annual green hydrogen capacity by 2030, India aims not only to meet its domestic needs but also to become a key global exporter of green hydrogen.
