The Ministry of New & Renewable Energy (MNRE) on Monday,27 May 2024, announced an exemption for renewable energy plants situated under  Special Economic Zones (SEZs) or Export Oriented Units (EOUs) that supply power for Green Hydrogen production. These plants are now exempt from the Approved Models and Manufacturers of Solar Photovoltaic Modules (ALMM) registration requirements, effective for plants commissioned by 31st December 2030. This initiative was approved by the Minister of Power and New & Renewable Energy and aims to boost Green Hydrogen production within India’s economic zones.

The Ministry of New & Renewable Energy (MNRE) has released an office memorandum announcing a significant exemption  for renewable energy plants situated within Special Economic Zones (SEZs) or Export Oriented Units (EOUs). These plants, which provide power solely to facilities producing Green Hydrogen or its derivatives, regardless of whether the production facilities are in the same or different SEZs/EOUs are now exempt from the requirements of the Approved List of Models & Manufacturers (ALMM) for Solar PV Modules. The exemption is valid for all such plants commissioned by December 31, 2030.

The ALMM created under the 2019 Order for Approved Models and Manufacturers of Solar Photovoltaic Modules, sets specific registration for Solar PV Modules. Moreover, this new memorandum has exempted renewable energy plants from these Rules and regulations.As an outcome , it has a positive influence in solar power sector.

This decision was approved by the Minister of Power and New & Renewable Energy and moved to support the utilization and production of Green Hydrogen within  India’s economic zones.

In conclusion, This exemption for renewable energy plants within  SEZs and EOUs encourages investment and job creation, boosting India’s  RE sector,  promoting Green Hydrogen production, reducing carbon footprint and dependency on fossil fuels, and aligning with global sustainability goals. The policy will benefit the renewable energy and Green Hydrogen sectors, by moving towards innovation and lowering the price. It will reduce barriers for companies coming from the administration leading to the adoption of clean energy and reducing the cost for consumers with time.
