From 1st April 2024, the Indian government reimposed the ‘Approved List of Models and Manufacturers (ALMM)”. This move creates a non-tariff barrier that restricts Chinese goods.
India’s Ministry of New and Renewable Energy (MNRE) stated that from 1st April only MNRE-approved ALMM solar products and manufactured are qualified for government projects. This policy aimed to promote local markets from the Chinese industry.
The ALMM mandate allows the domestic producer to increase their market by creating a non-barrier tariff on Chinese goods. It lists solar modules and manufacturers that meet Indian standards. It further included that models and manufacturers of solar modules should meet the criteria of the Bureau of Indian Standards (BIS).
Ishver Dholakiya, managing director and founder of Goldi Solar stated ” ALMM gives local manufacturers a remarkable advantage and creates a supportive environment for Indian organizations,” “It provides a substantial opportunity for local producers in two sectors: rooftop solar and large-scale projects.”
Tanmoy Dauri, CEO of AXITEC Energy India stated, “The sufficient use of ALMM modules has ceased the use of Chinese modules, helping Indian manufacturers to grow,” This will help Indian organizations by limiting the competition with China and motivating the local solar production with the new scheme.
By 2026, Goldi Solar planning to establish 6 GW of module manufacturing and 5 GW of cell production. The ALMM now requires Indian PV manufacturers to focus on the Indian market because they want to promote the use of solar panels made in India. Previously, they mainly focused on exports.
Anurag Garg, the CEO of Jakson Solar’s module business, stated that although they have a capacity of 20 GW, their local manufacturing could have been utilized last year. However, he does not see any challenges in the module availability.
Further, he also added, that Indian solar panels are manufacturers heavily dependent on China for the components like solar cells, glass, frames, back sheets, and encapsulants. And this is the right decision to elevate the Indian local market with government help by limiting imports.
